AbstractWe analyze the problem of fairly locating two facilities providing a public good in two spatial models: a city line and a network. Each facility is characterized not only by its location but also by its quality. We introduce new notions of envy‐freeness and fairness that can be applied to spatial settings. We show that the tax scheme adopted to finance the public good has a key role in determining the existence of a spatially fair configuration of facilities.

Left behind in a public services wasteland? On the accessibility of public services and political trust

Public discourse and scholars alike argue that the spatial divide in voting behavior and attitudes is rooted in geographic inequalities that serve as breeding grounds for political discontent. In previous studies, scholars have mainly focused on the economic conditions to analyze how place-based context influences the voting behavior of citizens. However, this focus on voting behavior and a small set of contextual variables do not allow us to draw direct conclusions as to how, and which, place-based factors relate to discontent on the attitudinal level.I argue that the accessibility of public service infrastructure specifically serves as a low-intensity information cue for citizens to evaluate the political performance of modern welfare states. These evaluations complement objective economic perceptions and are part of the performance-trust link. Hence, citizens should trust the government less if public services are not provided or only hard to access.I test this relationship for the German case by spatially linking the addresses of survey respondents with the location of public service facilities and collective municipallevel data. The resulting unique data set allows to explore the relationship between the accessibility of public service facilities and political trust as well as their temporal development. Results of multilevel analyses indicate that shorter distances to train stations are associated with increased trust in the government, but all other results, such as the change in service provision, remain inconclusive. The findings implicate that a long-term lack of public services contributes to geographically polarized discontent in Germany.

Using wastewater to overcome health disparities among rural residents

The SARS-CoV-2 pandemic highlighted the need for novel tools to promote health equity. There has been a historical legacy around the location and allocation of public facilities (such as health care) focused on efficiency, which is not attainable in rural, low-density, United States areas. Differences in the spread of the disease and outcomes of infections have been observed between urban and rural populations throughout the COVID-19 pandemic. The purpose of this article was to review rural health disparities related to the SARS-CoV-2 pandemic while using evidence to support wastewater surveillance as a potentially innovative tool to address these disparities more widely. The successful implementation of wastewater surveillance in resource-limited settings in South Africa demonstrates the ability to monitor disease in underserved areas. A better surveillance model of disease detection among rural residents will overcome issues around the interactions of a disease and social determinants of health. Wastewater surveillance can be used to promote health equity, particularly in rural and resource-limited areas, and has the potential to identify future global outbreaks of endemic and pandemic viruses.

Method for determining the optimal location of public catering facilities

Relevance and goals. The relevance of the research topic is due to the need for a comprehensive study of the problems of choosing a spatial location in the context of the rapid spread of digital technologies. The purpose of the study is an attempt to substantiate the feasibility of implementing a technical solution, namely the development of a digital geographic information system aimed at determining the optimal location for public catering facilities. Materials and methods. An approach is proposed for optimizing the layout of facilities as a set of three interrelated sequential elements (stages), consisting of determining the best operational-territorial unit, determining the expected rational boundaries of the consumer service market, determining the coordinates of the location of the catering facility and finding the optimal structure for the sale of products that provides the facility catering maximum profit. The advantage of the considered technical solution is to increase the accuracy of the optimal placement of public catering facilities, which ensures an increase in the speed of actions to determine the location point, including ensuring the speed of response of public catering facilities to continuous changes in dynamic competitive markets in real time; the emergence of the ability to most reliably draw conclusions about the optimal placement of a public catering facility at any time. The research methodology is based on the use of general scientific methods: description, measurement, analysis, synthesis, comparison, modeling, as well as the use of statistical methods and linear programming. Results. Creation in the future of a program that implements the proposed model and algorithms. Conclusions. The results of the study showed the possibility of applying the proposed approach with the ability to determine the expected optimal location of the catering facility with great accuracy. The scope of the research results is associated with the subsequent creation of information technology to manage the optimization of the location of public catering facilities.

Location-based Smart Airport Model in Radar Course Introduction

The design of this location-based smart airport model illustrates in a simple way the principle of Radar equipment as a solution to public problems at the airport terminal, where currently the direction information to the location of the facilities needed by flight service users is in conventional form in the form of information boards, so that visibility due to age factors, limited time flight service users are in the terminal, the dense number of flight service users and the large terminal area becomes an obstacle. Based on the duties and functions of the airport manager, namely providing services by prioritizing safety, comfort and security, by applying the principle of radar that is able to detect, measure distance, identify and track objects in the surrounding environment in the form of digital displays. This smart airport model is designed digitally and is able to provide information which is the result of tracking objects to the location of public facilities contained in the airport terminal area in the form of information on the guiding path to the location, the length of time and distance that can be taken to the location of the facility. This study aims to determine the level of validity of the Smart Airport simulation design with location determination in the introduction of radar courses using ISO 25010 testing. The subjects of this research are material experts and media experts. The research procedure used by adapting the Research and Development (R&D) development model with the ADDIE method with 5 stages, namely: Analysis, Design, Development, Implementation, and Evaluation. To measure product quality, validation of material experts and media experts was used. The data sources are material experts, and media experts. The type of data is quantitative data (questionnaire). The instrument used in data collection is a questionnaire instrument using a Likert scale and a Guttman scale. The data collection technique was carried out by observation, and questionnaires. The data analysis technique used is descriptive analysis with reference to the quantitative data obtained. The results of this study are in the form of smart airport simulation design products at the Makassar Sultan Hasanuddin International Airport terminal as a solution to the needs of flight service users at the departure terminal that can be connected to smartphones as a medium for the convenience of passengers and Makassar Sultan Hasanuddin Airport managers. The results of ISO 25010 testing of smart airport applications in terms of validity amounted to 3.79 in the valid category.

Equity versus efficiency: A spatial analysis of residential aged care resources in Beijing

Based on data collected from residential aged care facility websites and the Sixth China National Population Census, this paper studies the spatial pattern of Beijing's aged care resources in the framework of spatial location of public facilities. The results show that at the township/street level, the overall distribution of public aged care resources is relatively balanced, showing positive spatial autocorrelation, while private aged care resources show partially negative spatial autocorrelation. Spatial regression analysis indicates that the dispersed and clustered distribution of private aged care resources are more sensitive to the density of local elderly population, although the distribution of two types of resources is affected by the absolute number of service objects in respective administrative areas. In short, the spatial distribution pattern of public and private aged care resources reflects the contrast between efficiency and equity in providing aging care in China, a fact that is shaped by both administrative and market forces.

THE LOCATIONAL MEASURE IN THE PLANNING OF QARIAH MOSQUES

Public facilities are vital to contributing positively to people’s quality of life. Facilities play an important role in cities by providing public services to communities. Therefore, planning equitable public facilities is crucial for planners to ensure that every citizen has equal access to the planned public facilities. Scholars have conducted various studies to assess the location and distribution of public facilities. Spatial equity is one aspect of locational measures used by scholars to determine the accessibility and spatial distribution of facilities in relation to the user’s location. Previous studies by researchers have focused on public facilities such as medical facilities, parks, and schools. However, there have been limited studies that evaluate the spatial equity of religious facilities such as mosques. Therefore, this study attempts to assess the location of qariah mosques (mosques of local jurisdiction) based on the spatial equity concept by measuring their spatial distribution and accessibility. The present study utilised a Geographical Information System (GIS) and used descriptive and statistical analyses to examine the spatial equity of 418 mosques in Selangor Darul Ehsan, Malaysia. GIS data was collected for this study, which includes mosques, populations, and mukim (township or sub-district) boundaries. The study used aggregated data from the population to identify the spatial pattern and spatial distribution of accessibility to mosques. The data was analysed using the container index and local indicators of spatial association (LISA) to assess the accessibility and spatial equity. This method utilised GIS capabilities to explore the spatial relationship between mosques and population characteristics. By adopting this approach, the findings of the study will reveal communities with limited accessibility to mosques.

Economic growth and improvement the quality of life of good rural communities require the availability of adequate infrastructure and social public facilities.Infrastructure development in the village requires good planning, according to the needs of the community and according to the characteristics of each village. The results of field observations in Raku Village showed several findings, namely infrastructure and social public facilities were inadequate, there was no infrastructure distribution map, and the existing maps were not up to date. Mapping of public and social facilities in Raku Village, North Tabukan District, Sangihe Archipelago Regency, North Sulawesi Province is part of the community service activities of the Universitas Negeri Gorontalo Collaborative Real Work Lecture. The mapping of public and social facilities aims to map social public facilities, determine the distribution of public and social facilities, and provide spatial data as a basis for policy making by the government. Mapping of village public and social facilities which are part of this community service activity uses the integration method of field surveys and spatial data analysis. Data collection on the location of public and social facilities was carried out using an Android-based GPS, while information on public and social facilities was collected through interviews with residents. Processing and analysis of field survey data, both spatial data and attribute data, was carried out using the Geographic Information System software application, namely ArcGIS 10.8. The results of the primary data survey on public and social facilities and analysis of spatial data show that the public and social facilities in Raku Village are divided into educational facilities, religious facilities, health facilities, government offices, and other social facilities.

Layout Optimization Method of Public Service Facilities in Residential Quarters considering Time Distance.

The smooth and prompt integration of the general public into various economic, political, cultural, and other activities in contemporary society can be ensured by scientifically sound planning and the layout of public facilities in residential areas. An essential metric for assessing a nation's citizens' overall quality of life is the level of public service facility construction. The fundamental task of raising the standard of public service facilities is to elevate the spiritual civilization of the populace. A complex area with diverse socioeconomic and natural conditions is a residential area. This study examines the various modes of transportation used by residents in residential areas and divides the service offerings of public facilities in residential areas based on time and distance. The first step is to carry out optimization research on the design of public service facilities. The issue of public facility location planning in an area with obstacles is discussed. An improved algorithm model is created based on the algorithm principle after first discussing the research on the ant colony algorithm's method for path planning in complex space. This article proposes a path planning technique based on an enhanced algorithm. First, the environment is divided using the grid method, and then experiments are run on grid maps of various scales to improve the updating pheromone mechanism algorithms for measuring the effectiveness of path planning techniques. According to the simulation results, the improved algorithm presented in this article has a high convergence speed in a complex environment and can find a workable solution in about 65 iterations as opposed to the ant colony algorithm's need for about 80 iterations. Based on experiments, the algorithm proposed in this article has an average convergence speed of about 26 seconds, compared to an average convergence speed of about 35 seconds for the ant colony algorithm. It is clear that the algorithm suggested in this article has better work efficiency.

Using Maps to Boost the Urban Proximity: Analysis of the Location of Public Facilities According to the Criteria of the Spanish Urban Agenda

Developing analysis models that promote the sustainability, compactness and social balance of cities is particularly important in addressing post-pandemic urban planning. In this context, the population’s proximity to public facilities is essential for achieving these objectives. Based on this framework, this paper analyses the city of Valladolid (Spain) under the criteria of distance between the population and public facilities proposed by the Spanish Urban Agenda. Specifically, the focus is on calculating the coverage of population with access to the facilities within the recommended distance thresholds using GIS techniques. The methods used relate the facilities with the distance to the population in the census sections, a highly detailed statistical unit. The results have been mapped as a decision making support tool for the city, and show how general coverage of access to facilities for the urban area as a whole is adequate, especially in terms of public transport services, and meets the recommendations of the Spanish Urban Agenda. Maps also reveal how some areas of the city are not covered by most public facilities.

Selecting the right location for sports facilities using analytical hierarchy process

PurposeThis study aims to adapt analytical hierarchy process (AHP) for choosing the optimal location for sport facilities. The location of a sports facility contributes significantly to its potential success or failure. Therefore, factors affecting such location-related decisions must be carefully studied and prioritized in a systematic fashion.Design/methodology/approachThis study develops a seven-step framework which may be used to decide on a location from among several alternatives. Through an extensive literature review, this study first determines the factors affecting sports facility location selection and then applies AHP steps by asking several sports facility owners and managers to assess importance of the criteria.FindingsThis study determined the sport facility location selection factors as “ease of access,” “facility features,” “financial issues,” “neighborhood” and “market,” and further divided each factor into its subfactors. To illustrate the framework of using AHP as a tool to select the right location for sport facilities, we chose three candidate locations and scored them according to the calculated weight scores of the criteria, identifying the strengths and weaknesses of each location.Practical implicationsThis study provides several managerial implications that may guide sport facility investors in choosing the right location.Social implicationsThis study presents a method to evaluate different factors for different actors of sport industry in a systematic way. Private investors can use the method for securing sufficient number of potential customers in a well-selected location. Government institutions and public policymakers can use the method, possibly with different sets of factors, to decide on the location of public sports facilities to maximize the number of visitors or to reach disadvantaged or underserved populations.Originality/valueThis framework of AHP method can help private and public investors and policymakers evaluate and make the optimal decision for choosing sports facility locations. This study contributes both to sport management theory and practice as well as to operation management literature. This study also refined the scattered factors in the literature of selecting a sport facility site in a more understandable and adaptable way.

Research on Location Characteristics of UCF Layout Based on DNSCAN Algorithm

Since the reform and opening up, the prosperity of culture has always been the strong desire of the party and the country, and repeatedly put forward the goal of improving the public cultural service system (PCSS), requiring priority development of infrastructure construction related to the vital cultural interests of the people. Urban cultural facilities (UCF) are an important material basis in the cultural service system. The essential assurance for achieving the goal of developing a PCSS that covers the entire community is to improve the layout of cultural facilities (CF) and to allocate CF in a scientific and reasonable manner. This research examines the geographical layout characteristics of CF in Xiamen using POI data from libraries, art galleries, and museums crawled by Baidu API and spatial statistical tools such as ArcGIS. Taking the interest points of cultural promote serving residents as research objects, the advancement of spatial pattern of CF in Zhengzhou in 2007 and 2017 was quantitatively analyzed by using standard deviation ellipse and kernel density analysis. The paper compares and analyzes the location distribution characteristics of museums, libraries, cultural centers, art galleries and theaters from two aspects of macro spatial form and microgathering center. Residents’ behavioral characteristics are introduced to examine the influence on the spatial form of CF, and appropriate suggestions are made for the planning and development of CF in Zhengzhou, based on large-scale field survey data and geographical detectors. The Optimal Location for a Smart Bus Stop through Public Data Analysis: The Case of Changwon-si

본 연구의 목적은 GIS 공간분석과 종합점수화 기법을 활용하여 스마트버스정류장 최적입지를 분석 및 제안하는 것이다. 연구대상 지역은 경상남도 창원시이다. 통상 최적입지 스마트공공시설물의 경우, 기존 공공시설물과 달리 다양한 분야를 포괄하는 종합 플랫폼의 성격을 띄기 때문에 최적입지 선정에 있어서도 다양한 요인들을 고려해야 한다는 점에서 본연구는 의의가 있다. 입지 선정 지표로 창원시 내 모든 버스정류장의 대기오염도, 광고효과, 안전취약도, 디지털취약도를 정량화 하였다. 안전취약도상위 30개 스마트버스정류장은 엔트로피가중치 산정방법에 따라 선별되었으며 이를 시각화 했다.The purpose of this study is to analyze and propose an optimal location for a smart bus stop using GIS(Geographic Information System) and CSR (Comprehensive Ranking System). The target area of the study is Changwon-si, Gyeongsangnam-do, South Korea. In the case of optimal location of public smart facilities, unlike existing public facilities, they have the characteristics of a comprehensive platform involving multiple elements. Therefore, those factors should be considered in the selection of the optimal location of smart bus stops which makes our study significant. We quantify the air pollution level, proficiency of advertisements, safety vulnerability, and digital vulnerability of all bus stops in Changwon-si to compute as indicators. We rank the top 30 smart bus stops and visualize them on a geographical map.

제주 세계자연유산 3개소에 대한 공공시설물 색채현황 - 한라산천연보호구역, 성산일출봉, 거문오름 용암동굴계 만장굴을 중심으로

Mt. Halla Protected Natural Area, Seongsan Sunrise Peak, and Geomunoreum Lava Tube System of Jeju were inscribed on the World Natural Heritage List and have got a global recognition. Since the inclusion on the World Natural Heritage List, the annual number of visitors to Mt. Halla, Seongsan Sunrise Peak, and Manjang Cave- outstanding tourist sites of Jeju- has been more than 4 million. With this in mind, a study on the color trends of these public facilities was conducted. Public facilities are significant in that they show the general image of public space and the colors of public facilities show one integrated image of public space. In line with this, the continuous preservation of World Natural Heritage sites of Jeju, sharing better experiences with visitors, and the promotion of Jeju are essential. The objective of this study is to do research on the color trends of public facilities in World Natural Heritage sites and improvement methods. The study space included 3 sites; Mt. Halla Protected Natural Area, Seongsan Sunrise Peak, and Geomunoreum Lava Tube System- World Natural Heritage sites of Jeju. The study contents were existing public facilities. After a field study, the colors of public facilities were analyzed. As for study methods, the general status of public facilities (location, materials, construction date, construction method) was reviewed. Then, a current condition examination and check lists for the color study of facilities were done. 163 public facilities were reviewed and their pictures were taken. After excluding overlapping colors, 40 colors were drawn. They were GY, YR, Y, G, PB, B, BG, and R colors. Most public facilities showed mid brightness and mid-high saturation tones. In order to apply the color of public facilities in harmony with surrounding landscape, the structure, characteristics, and location of facilities should be considered at the public facilities design plan stage. Moreover, the color design in harmony with surrounding landscape is necessary.

Incremental planning of the location of public health facilities in a rural region

Some people in rural areas are often excluded from using health facilities in developing nations due to political interference in facility location decision-making. Limited attention has been paid in the literature to promoting inclusiveness in public facilities usage in developing nations. Therefore, this study was designed to examine the access to Primary Health Centres (PHCs) in the Yewa region,  Nigeria. Data on the 509 settlements and 91 PHCs in the Yewa region were obtained from government directories. The p-median Location-Allocation model was used for data analyses. The study showed that the number of PHCs increased and access to them improved in the Yewa region between 1991 and 2019. It was also shown that inclusiveness in facilities could be promoted by optimally adding new PHCs. The study assessed the effectiveness of past locational decisions, similar to other studies in Bangladesh and India, and revealed that the military administration performed better than the civilian administration in facility location decision-making between 1991 and 2019. The study showed how new facilities could be optimally located to improve access and inclusiveness in public usage.
